wait until the queue contains an event

Description
After a process has opened an event queue with ev_init
and ev_open, ev_block
causes the process to sleep until there is an event in the event
queue.
Diagnostics
A call to ev_block
returns -1 if the process does not have an open event queue,
or if it is interrupted.
It returns zero if it succeeds.
