at command fails: cannot change mode of job

If you do not have the kernel privilege, chmodsugid, the system displays the following message when a user tries to invoke at(C) or batch(C):

   can't change mode of job
To grant chmodsugid privilege so that the user can use at, use the Account Manager as described in ``Changing system privileges''.

To allow the changes to take effect, the user must log out and then log in again.

This is different from the situation in which the user is not authorized to use at. If a user who is not authorized tries to use at, the system displays:

   at: you are not authorized to use at.  Sorry.
