Terminal is disabled -- see Account Administrator
The terminal is locked to all users.
This is similar to account locking.
Either an authentication administrator locked the terminal
or a number of incorrect login tries
(to one or more accounts) passed the threshold for that terminal.
In both cases, determine what happened, then unlock the terminal. See
``Locking or unlocking a terminal''.
